Main Eligibility Criteria for E-Invoicing Service Providers in UAE

The UAE Ministry of Finance (MoF) has defined strict rules and guidelines for accrediting Electronic Invoicing Service Providers (ESPs) under the country’s e-invoicing framework. Only accredited providers are authorized to offer electronic invoicing services in the UAE. The key eligibility criteria are as follows:

Accreditation Requirement

  • A Service Provider must obtain Accreditation from the MoF before offering electronic invoicing services in the UAE.
  • The Ministry maintains a Central Register of Accreditations to track and monitor all accredited providers.


Pre-Approval Process

  • Before full accreditation, a Service Provider may receive Pre-Approval from the Ministry.
  • Pre-Approval allows the provider to operate temporarily, but full Accreditation must be obtained within the timeline specified by the Ministry.
  • Failure to secure accreditation within the stipulated period results in the provider being prohibited from offering e-invoicing services.


Eligibility Criteria for Accreditation

To qualify for accreditation, a Service Provider must meet the following requirements:

  • Peppol Certification: Be an active Peppol-certified Service Provider and successfully complete OpenPeppol conformance tests.
  • Experience: Have at least two years of experience in operating and managing an Electronic Invoicing System, supported by proper documentation.
  • Company Registration: Fulfill all company registration requirements as defined by the Ministry.
  • Service Provider Requirements: Comply with the operational, technical, and reporting standards set under the relevant Ministry guidelines.
  • Tax Registration Obligations: Meet all tax registration obligations applicable in the UAE.
  • Product Information Security: Adhere to security standards for the e-invoicing product to ensure data protection and integrity.
  • Self-Declaration: Provide a self-declaration confirming compliance with all Ministry requirements.
  • Insurance Requirements: Maintain the necessary insurance coverage as mandated for Service Providers.
